Who needs UCR

  • Interstate motor carriers, for-hire and private, operating commercial motor vehicles
  • Brokers, freight forwarders and leasing companies in interstate commerce
  • Carriers based in Canada or Mexico operating in the U.S.

When to register

Registration for the next year usually opens October 1, and enforcement starts January 1. Registering late can mean fines at roadside and in some states an out-of-service order until you are registered.

UCR fees for 2026 and 2027

Fees are set per registration year by the UCR board based on the number of commercial motor vehicles you operate. 2027 fees took effect October 1, 2026, about 20 percent higher than 2026. Brokers, freight forwarders and leasing companies pay the bracket 1 fee. Fees are not pro-rated. Source: plan.ucr.gov fee brackets.
