# What is BOC-3?

The filing that designates process agents for a carrier in each state.

A BOC-3 names an agent in every state where a carrier operates who can accept legal papers on its behalf. FMCSA requires it before granting operating authority.

Most carriers use a blanket process agent company that files the BOC-3 electronically and covers all states.
